Introduction
This webinar will explain how tax laws are created. Our panel of tax policy experts will review the legislative process from the proposal of new tax law through its enactment. The panel will also discuss key tax legislation introduced in the 119th Congress.
Description
The process of getting a tax proposal through the legislative process and into law is complex. In simplest terms, the president recommends tax legislation; the Ways and Means Committee of the House of Representatives drafts legislation, which, if approved, moves to the Senate Finance Committee, which reviews the bill and makes changes. Once the Senate approves the bill, the president may sign or veto it. If not approved, the bill is returned to a joint committee of the House and Senate.
Along the way, filibusters, the Byrd Act, and party differences can hinder the progress of proposed tax legislation. To prepare for upcoming tax changes, informed tax professionals need to understand how to track the progress of tax legislation from its initial proposal through enactment.
